Citation: At approximately 0626 hours, while observing Quality Assurance performing a Finished Product Standards (Processing/Trim Nonconformance) on the Evisceration Line, I observed a poultry carcass on the evisceration line going into the chiller, with fecal material on the outside surface on the left wing. I immediately took a regulatory control action of the evisceration line by stopping production. At close examination, the fecal material on the left wing was approximately 2mm in size. I also observed approximately an 1 inch intestine attached to the Bursa of Fabricius dripping fecal materials on the left shoulder. The fecal material was dark greenish in color, semi-solid, thick pasty consistency. I informed (Quality Assurance) of my finding. The poultry carcass was shown to (Quality Assurance Manager) and (First Processing Manager). The carcass was taken to the reprocessing station for reconditioning. I relinquished my regulatory control actions on the evisceration line after the plant's immediate corrective action in according to the regulatory requirements of 417.3, was put in place. The plant QA technician performed retests that I monitored. There were no plant employees between me and the chiller when I observed the zero tolerance for visible fecal material noncompliance. This is the last point before the chill system when control can be exerted to prevent the contaminated bird from entering the chill system in violation of regulation 9 CFR 381.65 (e), as well as 9 CFR 417.2(c) (4).The establishment has I performed a 03J02 procedure for the 03J01 noncompliance. Establishment management has received oral and written communication concerning this noncompliance. FSIS would expect the establishment to have procedures in place to prevent the reoccurrence of contaminated birds from entering the chill system. Continued failure to comply with regulatory requirement could result in additional enforcement action described in 9 CFR part 500. Past Similar NRs - Previous Ineffective Plant Actions: See establishment response to this noncompliance. NR: 58-2011 dated 7/25/2011 The previous preventive actions have either not been implemented or ineffective to prevent this recurrence of CCP#1 of the plant's HACCP Plan.

Regulation:

381.65(e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank.

417.2(c)(4) List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits;
