Citation: At approximately 0645 hrs., after the plants pre-operational sanitation and prior to the start of operations I observed the following noncompliance's in the packing department while performing the 01B02 procedure for pre-operational sanitation. The black belt on the roller track leading to the CVP/Marination department had multiple pieces of chicken fat and particles on it, and an excessive amount of product residue build up on both sides of the frame. I immediately rejected the black belt with U.S. tag #B39133631 and notified of the noncompliance. I also notified of the following observations: holes in the west side of the wall along the roller track, moldy caulking around the wall and ceiling, and a gap along the ceiling above the roller track. After a review of the plants SSOP records for the packing department, no deficiencies were documented and the department was released for USDA inspection at 0632 hrs. This document serves as a written notification that failure to comply with regulatory requirements could result in additional enforcement action described in 9 CFR part 500.

416.2(b)(1) Establishment buildings, including their structures, rooms, and compartments must be of sound construction, be kept in good repair, and be of sufficient size to allow for processing, handling, and storage of

416.2(b)(2) Walls, floors, and ceilings within establishments must be built of durable materials impervious to moisture and be cleaned and sanitized as necessary to prevent adulteration of product or the creation of insanitary conditions.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
