Citation: On Tuesday, November 22, 2011, at approximately 0401 hours, after the plant's pre-operational sanitation was performed and released to USDA, I performed a pre-op sanitation (01B02) procedure and observed the following noncompliance's: In the Live Receiving Department; Unit # 9 (South Side of Scalder) condensation on the overhead ceiling tiles at the Scalder location. There were feathers buildup inside of the shackle links, and shackle rail. There was brown in color water dripping from the shackle rails. The turning wheel before Picker #1 was badly rusted with condensation dripping onto the shackles. I rejjected Unit # 9, and remained in the area until sanitary condition was restored. I informed (Quality Assurance) and (Sanitation Manager) of my observation. While continuing my inspection in the Evisceration Department at approximately 0422 hours, the following was observed; there were yellowish in color product residue buildup on the product contact surface in approximately six (6) to eight (8) probes at Unit # 5 (East Venter) from the previous day's operation. I rejected the East Venter with US Rejected Tag B39 801161 for unsanitary condition. There was grease buildup on the product contact surface of the Bird Unloaded (Unit #3) conveyor from the previous day's operation. I rejected the Bird Unloader conveyor with US Rejected Tag B39 133581 for unsanitary condition. There was also product residue buildup on the two black rubber guards, and the heat bar tape was badly torn to the [redacted] Machine Unit # 24 (Area between [redacted] and [redacted] from previous day's operation. I rejected the [redacted] Machine with US Rejected Tag B40 170459 for unsanitary condition. I informed (Quality Assurance) and (Sanitation Manager) of my observations. A check of the plant's SSOP's Form (Live Receiving Department) shows no deficiencies for the above noncompliance. The department was released at 2345 hours for inspection. A check of the plant's SSOP's Form (Evisceration Department) shows no deficiencies for the above noncompliance. The department was released at 0045 hours for inspection. A check of the plant's SSOP's Form (Packing Department) shows no deficiencies for the above noncompliance. The department was released at 0215 hours for inspection. A check of the plant's SSOP's Form (Chilling Department) shows no deficiencies for the above noncompliance. The department was released at 2254 hours for inspection. All noncompliance's found were from previous day's operation. There was no product involved at this time. Establishment management has received oral and written communication concerning this noncompliance. Continued failure to comply with regulatory requirements could result in additional enforcement action as described in 9 CFR part 500.

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.2(b)(2) Walls, floors, and ceilings within establishments must be built of durable materials impervious to moisture and be cleaned and sanitized as necessary to prevent adulteration of product or the creation of insanitary conditions.

416.2(d) Ventilation adequate to control odors, vapors, and condensation to the extent necessary to prevent adulteration of product and the creation of insanitary conditions must be provided.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
