Citation: On 8/2/2010, at approximately 0705 hours, I performed verification of the establishment's monitoring of CCP 1B, online zero tolerance for fecal on the west evisceration line (ISP code 03J01). In 1 out of the 10 randomly-chosen carcasses, I observed dark brown fecal material. The fecal material was semi-solid in consistency, 2 inches by 1 inches in size, and located on the interior right abdominal fat flap. I stopped the west evisceration line and immediately notified the following individuals: (Plant Manager), (Evisceration Supervisor), (QA Manager), and Dr. (FSIS SPHV/IIC). I observed the establishment implement immediate corrective actions. This is a failure of the establishment's HACCP plan for CCP 1B as well as 9 CFR 381.65(e) and 417.2(c)(4). Establishment management have received oral and written communication concerning this noncompliance. Past Similar NRs - Previous Ineffective Plant Actions: "Effective, 6/16/10, the maintenance department's nozzle check has been modified to include checking proper spray coverage at start up and at each lot change. This will result in proper spray coverage based upon the size of the bird. The documents have been updated. NR: 68-2010 dated 6/15/2010 This previous preventive measures were either not implemented or were ineffective in preventing the recurrence of this noncompliance. Continued failure to meet regulatory requirements could result in additional enforcement action as described by 9 CFR 500.

Regulation:

381.65(e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank.
