Citation: At approximately 1910 hrs., after the plants pre-operational sanitation and prior to the start of operations, I observed the following noncompliance's while performing the 01B02 procedure for pre-operational sanitation. In the evisceration department I observed product residue in the west giblet harvester and pieces of fat, black specks and blood clots in the evisceration trays on the west line. I immediately rejected the west evisceration trays and giblet harvester with U.S. tag #B39801286 and notified of the noncompliance. At 1915 hrs. I observed multiple feathers on overhead light frame, bird scrubber and guide bar and peracitic acid cabinet. I notified of the noncompliance. The giblet trays and harvester were direct product contact surfaces. While continuing my inspection of the cut-up department at approximately 2145 hrs., I observed multiple shackles on line [redacted] with product residue build up on the direct product contact surface. I immediately rejected the line [redacted] cut-up shackles with U.S. tag #B39801288 and notified of the noncompliance. After a review of the plants SSOP records for pre-op in the evisceration department, the giblet harvester and bird scrubber were documented as acceptable and the department was released for USDA inspection at 1845 hrs.The SSOP records for the packing/cut-up department stated that shackle line [redacted] was acceptable and the department was released for USDA inspection at 2132 hrs. This document serves as a written notification that failure to comply with regulatory requirements could result in additional enforcement action described in 9 CFR part 500.

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
