USDA Inspection Report: 1 Nov 2010

Citation: On Monday, at approximately 1917 hours, after plant's pre-operational sanitation and prior to the start of operation, I observed the following noncompliance's while performing pre-op sanitation (01B02) procedure, the following was observed: (Evisceration Department), I observed grease buildup on the product contact surface of the West Line Rehang Conveyor Belts at different location on the two conveyor belts from previous day's operation. I observed chicken fat particles and feathers various size on the product surface of the two conveyor belts and on the frames from previous day's operation. I rejected the West Line Rehang Conveyors Belts with US Rejected Tag B39 801351. I observed white UFM's (Unidentified Foreign Materials) on the inside surface of the tank to the water recirculation system. I also observed product residue buildup inside the overflow value cap and hose from previous day's operation. I rejected the water recirculation system tank and remained in the area until sanitary condition was restored. I informed (Sanitation Manager) of my observation. While continuing my inspection in the Cut-Up Department at approximately 2239 hours, the following noncompliance's were observed: A six (6) foot ladder with black and brown residue buildup underneath three stairs and on the inside frames from previous day's operation. I rejected the six foot ladder with US Rejected Tag B39 801352 for unsanitary condition. I observed chicken fat particles various sizes on the product contact surfaces of the front half pre-cutter machine too numerous to count from previous day's operation. I also observed chicken fat particles various sizes on the green belt guard and frameworks to the front half pre-cutter machine too numerous to count from previous day's operation. I rejected the front half pre-cutter machine with US Rejected Tag B39 801353. I observed chicken fat particles various sizes on the inside upper framework to the box track from the wing portion scale to the whole wing scale too numerous to count from previous day's operation. I informed (Sanitation Manager) of my observation. A check of the plant SSOP's forms (Evisceration) shows no deficiencies for the above noncompliance's. These areas were released at 1910 hours for inspection. A check of the Plant SSOP's forms (Cut-Up) shows no deficiencies for the above noncompliance's. This area was released at 2200 hours for inspection. Some of the equipment rejected was product contact surfaces. All noncompliance found were from previous day's operation. This developing trend of noncompliance and the ineffectiveness of the preventive measures will be discussed with plant management during the weekly meeting on 11/02/2010. Continued failure to comply with regulatory requirements could result in additional enforcement action described in 9 CFR part 500. Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
