Violation: 416.1, 416.4(b), 416.4(d)

Citation: While performing a sanitation performance standard task today at 0420 am, the following non-compliances were observed along the turkey evisceration, soaking, and rinse lines: The plastic covers for the lights over the turkey pre-chill station exhibited greasy residues covering virtually all surfaces. Two of the covers were severely cracked and broken, exposing the bulbs over the product handling area. A white insulated pipe running parallel to the turkey soaker, which is above the chicken evisceration line final washer and final trim station has excessive black build up. This particular item had been documented on NR # ARE1609115110N, dated 11/10/2011. The establishments’ response noted that the item was cleaned on 11/11/2011; however, it appears to be in the same condition as noted on 11/10/2011. The drive wheel for the turkey soaker paddles has a semi-dry, pasty black build up on various surfaces. The turkey rinse line from the salting area to the final chiller exhibits rusty residues on most of the rails as well as the shackle chain. The rust residue on this line was also documented on NR # ARE1609115110N, dated 11/10/2011. The establishments’ response stated: “The stainless steel track on the turkey salt rinse line will be lubed until it can be replaced. The track will be completely replaced by 2/1/2012.” All the items were shown to and discussed with and . I reviewed the available records for the pre-operational sanitation monitoring, and the records for the implementation of the plants’ SPS #3, Lighting program, neither of which documented any issues with the items noted above. The requirements of parts 416.1, 416.4(b), and 416.4(d) of 9 CFR were not met. The plants’ proposed corrective actions and/or preventative measures for the two above mentioned items previously documented on NR # ARE1609115110N were either ineffective or not properly applied as demonstrated by today’s regulatory non-compliance.

Regulation:

416.1 Each official establishment must be operated and maintained in a manner sufficient to prevent the creation of insanitary conditions and to ensure that product is not adulterated.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(d) Product must be protected from adulteration during processing, handling, storage, loading, and unloading at and during transportation from official establishments.
