Violation: 417.3(a)(1), 417.3(a)(2), 417.3(a)(3), 417.3(a)(4)

Citation: While performing ISP 03C02, preshipment on raw product not ground, I found that the Ground Turkey metal elimination monitoring form reveled a deviation that occurred at approximately 1:15pm. Reviewing the corrective action on the rear of the form it was found that the metal detector operated properly and kicked a package of product off of the line. Other corrective actions taken from 1:45pm until 2:08 pm did addressed 9 CFR417.3 (a)(4) but failed to address 417.3 (a)(1 through 3), nor did the corrective actions recorded follow the plant's HACCP plans written corrective actions. Further corrective actions were recorded after the production of the ground poultry at 8:15pm through 8:30pm which may have possibly identified the cause, but was not done until all production was completed. Upon further review, I found that the ground turkey preshipment form had recorded signatures from 11:35am until 8:43pm, releasing all ground turkey produced within those time frames without addressing all corrective actions as stated in 9 CFR 417.3. Corrective actions are preprinted on the front of the metal elimination monitoring form for raw ground poultry and a statement on the rear of the form that outlines, all corrective actions must be filled out prior to preshipment release. Personnel failed to follow the plant's written HACCP plan. After review of these forms, I immediately notified Mr. (Production Supervisor) and Mr. (Plant Manager) of the violation of 9 CFR 417.3(1 through4) and of the plant's HACCP plan. This document serves as written notification that your failure to comply with regulatory requirement(s) could result in additional regulatory or administrative action.

Regulation:

417.3(a)(1) The cause of the deviation is identified and eliminated;

417.3(a)(2) The CCP will be under control after the corrective action is taken;

417.3(a)(3) Measures to prevent recurrence are established;

417.3(a)(4) No product that is injurious to health or otherwise adulterated as a result of the deviation enters commerce.
