Citation: At approximately 0850 hours, Inspector [redacted] entered the evisceration department to relieve me from the line. She asked me to stop the line which I did and then got asked her what she was observing. She replied that the drain under the evisceration trough was not draining and that water and debris was building up under the trough. I got off the inspection stand and observed that water was not properly draining and that there was a build up off water under the trough and about 6 inches from the feet of the workers at the edge of the trough. Mr. [redacted] Evisceration Supervisor, was shown the problem and it was immediately addressed and the line was restarted with Inspector [redacted] at the inspection station. I then proceeded to the scalder/picker room through the door next to the rehang belt. The area was flooded with water. At the area of the drain, the water was about 2 and a half inches deep. The water spread all across the floor to where the door swings open. There was a ring of feathers under the picker next to the scalder that was about 10 inches high. The floor under the neck cutter table was completely covered with feathers about 3 inches in depth. There was a similar pile of feathers under the picker next to the wall. No one was addressing this unsanitary condition and did not do so even as I was standing there. I asked for the supervisor but told he was in a meeting so asked the employees to stop the line. I informed Mr. [redacted] evisceration supervisor, and Ms. [redacted], QC technician of the non-compliance. The plant began immediate corrective actions. When sanitary conditions were restored after about 5 minutes, the line was restarted. Review of the establishment's operational SSOP shows that the establishment states that " [redacted]" The establishment is not complying with 9CFR 416.13(b), 416.2(e)(4) and 416.4(b). A similar NR, NR 0015-2011-17310, was issued on 3/30/2011. The preventative measures were either not implemented or were not effective.


416.2(d) Ventilation. Ventilation adequate to control odors, vapors, and condensation to the extent necessary to prevent adulteration of product and the creation of insanitary conditions must be provided.

416.13(b) Each official establishment shall conduct all other procedures in the Sanitation SOPís at the frequencies specified.

416.2(e)(4) Plumbing. Plumbing systems must be installed and maintained to: Provide adequate floor drainage in all areas where floors are subject to flooding-type cleaning or where normal operations release or discharge water or other liquid waste on the floor;

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
