Citation: At approximately 15:30 I was observing employee grind organic turkey into one pound bags. I inquired to the employee what product he was using. He took me into the cooler and show me a combo bin of Boneless Turkey Thighs. The combo bin did not have a label. I went to inform [redacted] and when I return the employee's lead person informed me that the product was not coming from the combo bin that was not labeled but from a 40 pound box label DBS Organic Turkey Thighs. I retained the bin of Turkey Thighs with a US Retain Tag # B36674906. Ground Turkey was retained by [redacted] until it could be ID as Organic Turkey Meat. Product was released at 22:30 when plant produced a Letter of Guaranty showing the product met the Claim of Natural Turkey

381.127(a) Each label for use on a shipping container for inspected and passed poultry products shall bear, in distinctly legible form, the following information:
