Citation: At approximately 01359 hr. while standing in the evisceration department, at the end of the line checking turkeys that were in a tank ready to be chilled a drop of water fell on my right forearm. When I looked up I observed on the ceiling a pipe that was wrapped with black insulation, in the middle of the pipe there was an area that was not wrapped and had a value wheel. The water droplets were forming at the end of the black insulation and dripping in an area that employees walk, also ice, tanks & barrels of product are pushed thru the area .I informed Ms. [redacted] QC of the non compliance and took regulatory control action by stopping the slaughter line. When corrective action was taken regulatory control action was relinquished. Additionally while checking a tank of rework birds for a fecal failure earlier, I observed an employee jump off the line at the gizzard pulling area and walk down to the tank of chicken that were being checked to be released. The employee stopped at the edge of he tank and was talking to another employee at the end of the department. As the employee was talking her hands were moving and her unwashed gloves on her hands were spritzing the product residue and water over the clean tank of turkeys. I informed Ms. [redacted] Q.C. who was doing the 10 bird recheck, that I would leave the USDA Retain/Reject tag # B34802519 that was placed on the tank for the fecal failure earlier until she restores sanitary condition to the tank of turkeys. I remove the regulatory control tag when the tank was brought under compliance. After lunch in the kill floor before start of operation, I observed that the trough wall area had congealed blood , feathers and fecal adhered to it. The wall behind it was splattered with blood . The plant had finished chicken right before lunch and were starting to kill turkeys that would drag over the unclean trough that the plant fail to clean. I informed Mr. [redacted] of the non compliance. Mr. [redacted] instructed an employee to squeegee the area and spray it off with water. the plant is not meeting 9 CFR 416.2(d),416.4(a) and 416.4(d). Past Similar NRs - Previous Ineffective Plant Actions: N.R. 0058-2010-17310 is unanswered at this time NR: 58-2010 dated 10/25/2010 This document serves as a written notification that your failure to comply with regulatory requirement(s) could result in additional regulatory or administrative action.


416.2(d) Ventilation. Ventilation adequate to control odors, vapors, and condensation to the extent necessary to prevent adulteration of product and the creation of insanitary conditions must be provided.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(d) Product must be protected from adulteration during processing, handling, storage, loading, and unloading at and during transportation from official establishments.
