Violation: 416.13(c), 416.3(a), 416.4(a)

Citation: On 5/18/2011 at approximately 0450 hours, while performing pre-operational sanitation verification task, after the establishment pre-operational sanitation verification was completed and prior the start of operations the following noncompliances were observed in room 2600(Ham line). I observed meat particles through out the length of the contact surface of the Ham Line conveyor. Some of these particles were loosed on the top surface of the conveyor and other meat particles were in-between the links of the ham conveyor. I also observed fat residue on the left end side of the ham conveyor that cover an area of approximately of 3 inches long by ½ an inch wide. While I continued with my inspection I observed black UFM(Unidentified Foreign Material) particles that covered an area of approximately 7 inches by 8 inches in size at the middle section of the ham line conveyor . I informed and showed to (Cut Floor Supervisor) and (PSSIS Supervisor) of the aforementioned noncompliances. I rejected the Ham conveyor line (identity number 8208) with Rejected/Retained tag no.B3903500338. While walking through the Ham line I observed several gray bins that were already located at the drop chutes and at the end of the ham line. At a closer looked I observed a product residue, yellowish/brownish in color on the bottom contact surface of 5 gray plastic edible bins. The residues cover an area that ranged from 40 to 90 percent of the inside bottom surface of the 5 gray edible plastic bins. I also observed that the bottom surface of this 5 bins were heavily scratch and dent which may have contribute to the failure to properly clean this surface. I informed and showed to (Cut Floor Supervisor) and Supervisor) of the aforementioned noncompliances. The 5 gray plastic bins were immediately segregated by personnel from the rest. I rejected the 5 gray plastic bins with Rejected/Retained tag no.B 24762278. At approximately 0510 hour I reinspected the ham line conveyor and found it acceptable, I then relinquished regulatory control action and released the ham line at approximately 0513 hours. After reviewing the Pre-operational record for room 2600(ham line), showed deficiecie: under main conveyor (found fat and meat particles in the side conveyor) corrective action (clean and sanitized) and the same deficiencies were found in the hock sanitizer. This is a failure to comply with regulatory requirement 9CFR 416.13(c), 416.3(a) and 416.4(a).

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.3(a) Equipment and utensils used for processing or otherwise handling edible product or ingredients must be of such material and construction to facilitate thorough cleaning and to ensure that their use will not cause the adulteration of product during processing, handling, or storage. Equipment and utensils must be maintained in sanitary condition so as not to adulterate product.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
