Citation: Today 01/12/2011, at approximately 0825 hours while performing procedure 06D01 in Hallway 1130 where edible product boxes are stored adjacent to Room 1245, I observed noncompliance. The noncompliance is as follows: a large amount of debris including; pallet banding, packing material, pieces of wood ranging in size from particles to 12 inches in length scattered on the floor. As I continued into Hallway 1385, I observed debris on the floor scattered throughout the hallway. I immediately took regulatory control action as described in 9 CFR 500.2 (a) (1) and rejected hallways 1130 (U.S. Reject Tag # B 24762164) and 1385 (U.S. Reject Tag #B 24762165) from Room 1245 to the elevator at the end of hallway 1385. No product or product boxes were affected. Upon review of Establishment 791's operational sanitation records I observed documentation of this noncompliance. Technical Services personnel documented at 0631 hours for Hallway 1130 "Dirty floor wood, plastic, etc. mgt. notified". Mr. Cut and Kill Production Superintendent, was verbally notified of this noncompliance and the failure to comply with regulatory requirements 9 CFR 416.1 and 416.2 (b) (2) as well as Establishment 791's GMP Program, dated 11/06/2010, which states on page 8 under General Building Maintenance: "Buildings, fixtures, and other physical facilities of the plant shall be maintained in a sanitary condition.". This Noncompliance Record services as written notification of a facilities noncompliance. Continued failure to meet regulatory requirements could result in further administrative and/or enforcement actions as described in 9 CFR 500.4.

Regulation:

416.1 Each official establishment must be operated and maintained in a manner sufficient to prevent the creation of insanitary conditions and to ensure that product is not adulterated.

416.2(b)(2) Walls, floors, and ceilings within establishments must be built of durable materials impervious to moisture and be cleaned and sanitized as necessary to prevent adulteration of product or the creation of insanitary conditions.
