Citation: HATS III - Water and Feed Availability. At approximately 0655 hours on 01/31/2011, while entering the establishment for the start of my shift, I was walking by the cattle pen and found the water barrel with about six inches of frozen water. The heater was is the barrel but was not plugged in, therefore the water was frozen. This is a HATS III- Water and Feed Availability violation of 9 CFR 313.2 (e) Animals shall have access to water in all holding pens and, if held longer than 24 hours, access to feed. There shall be sufficient room in the holding pen for animals held overnight to lie down. Pens associate was informed of the noncompliance and the animals were given water immediately. was informed of this noncompliance verbally and in writing by this noncompliance report. There was no product involved in this noncompliance. No similar NRs were found in the last sixty days.

Regulation:

313.2(e) Animals shall have access to water in all holding pens and, if held longer than 24 hours, access to feed. There shall be sufficient room in the holding pen for animals held overnight to lie down.
