Citation: On February 8, 2012 at approximately 730 hours, while reviewing the HACCP plans, the following noncompliance was observed. The HACCP plans for Slaughter Pork, Slaughter Variety Meats, and Raw not Ground Pork had not been reassessed in the previous calendar year (2011). The last reassessments were 11/5/10, 11/19/10, and 9/27/10 respectively. The other HACCP plans (Slaughter Pork Blood and Fully Cooked Not Shelf Stable Pork Blood) had been reassessed as required in 2011. [redacted] Jr, plant manager, was informed of the noncompliance. The establishment is not complying with 9CFR 417.4(a)(3) which states "Every establishment shall reassess the adequacy of the HACCP plan at least annually and whenever any changes occur that could affect the hazard analysis or alter the HACCP plan." This document serves as written notification that your failure to comply with regulatory requirements could result in additional regulatory or administrative action.

Regulation:

417.4(a)(3) Reassessment of the HACCP plan. Every establishment shall reassess the adequacy of the HACCP plan at least annually and whenever any changes occur that could affect the hazard analysis or alter the HACCP plan. Such changes may include, but are not limited to, changes in: raw materials or source of raw materials; product formulation; slaughter or processing methods or systems; production volume; personnel; packaging; finished product distribution systems; or, the intended use or consumers of the finished product. The reassessment shall be performed by an individual trained in accordance with § 417.7 of this part. The HACCP plan shall be modified immediately whenever a reassessment reveals that the plan no longer meets the requirements of § 417.2(c) of this part.
