Citation: At approximately 0700 hours on February 1, 2012 after the plant has performed its pre-operation procedure, I performed my pre-operational procedure and I found the following non compliances: When I was doing the pre-operational procedure in the cutting floor, I found the blue scale which was located at the front of the cutting floor and very close to the main entrance of the cutting floor was covered with dirtand fat covering almost all surfaces of the scale. I did not apply a rejection tag, because I waited until the cleaning crew did the corrective action and cleaned the scale. Also, in the kill floor I found the front lower surface of thestomach machine was covered with fatty materialfrom the day before. I did not apply my rejection tag, because the cleaning crew did the corrective action and cleaned the affected part of the stomach machine. [redacted] QC Personnel was notified of the non compliance. The establishment was not in compliance with 9CFR416.4 (d) which states: Product must be protected from adulteration during processing, handling, storage, loading, and unloading at and during transportation from official establishments.And also 9CFR416.4 (b) which states: Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product. Also, 9 CFR 416.1 which states: Each official establishment must be operated and maintained in a manner sufficient to prevent the creation of insanitary conditions and to ensure that product is not adulterated.


416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOPís before the start of operations.
