Citation: At 0600 hrs on 3rd of January, after the establishment concluded their preoperational sanitation inspection, while performing preoperational sanitation verification, I observed the following noncompliance: Processing Room * organic matter inside a scale, under the scale pan, adjacent to grinder #2; * organic matter inside a sca le, under the scale pan, and on the scale stand, adjacent to the flaker;* organic residue inside 2 stain less steel roll tubs (food-contact-surface);* organic residue on the slicer blade (food-contact-surface);* rust on the batter mixer, specifically the drive shaft and the speed control lever;* rust on the patty machine transport conveyor (food-contact-surface); * 2 plastic clean-up buckets with no identification on them. [redacted] was advised of the aforementioned noncompliance. The plant's preoperational sanitation monitoring log has no documentation reflecting the insanitary conditions. In addition, the plant's Sanitation SOP, preoperational sanitation section states that the [redacted]. This is a failure of 9 CFR 416.4(b);416.4(a); and 416.13(a). Consequently, official control action was initiated and US Reject Tag #87619074 was applied to the processing room. The 2 scales, scale stand, slicer blade and 2 stainless steel roll tubs were cleaned, sanitized, inspected and released. Rust was removed from the batter mixer and transport conveyor, and mineral oil applied to the effected areas. The 2 plastic clean-up buckets were properly identified. Repetitive NR: Management's unwillingness/inability to properly implement the written procedures in the SSOP, and subsequent failure to prevent contamination of food-contact-surfaces prior to the start of operations, has resulted in a trend of noncompliance.This NR is linked to NR #MDG220612516/N1, issued on 02/16/2011.Trends of noncompliance are identified as having the same/similar root cause.


416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOPís before the start of operations.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
