Citation: At 1030 hrs on the 15th of November,while performing preoperationa l sanitation verification, I observed the following noncompliance : * [redacted], and two other employees were cutting raw meat product on a cutting table in the retail store. Specifically, the cutting table used for cutting the product is part of the retail store and is not identified in the plant's Sanitation SOP, or on the plant's preoperational sanitation monitoring checklist; there is no documentation on the preoperational sanitation monitoring checklist identifying the table as being cleaned, sanitized and inspected before the start of operations. Also, the retail store is not on the grant of inspection as being approved for processing FSIS inspected meat and poultry products. In addition, the retail store has no supporting documentation or monitoring records for control of ambient temperature as in the rail and processing coolers. This is a fail ure of 9 CFR 416.4(a); 416.4(d);and 416.13(a). [redacted], was advised of the aforementioned noncompliance. [redacted] advised me that the reason for cutting in the retail store was to avoid cross-contamination with poultry processing in the rail cooler.The product was removed from the retail store and taken to the rail cooler immediately.The product's internal temperature was determined to be 40 degrees F. No product contamination or adulteration was evident. No further action was taken .


416.1 Each official establishment must be operated and maintained in a manner sufficient to prevent the creation of insanitary conditions and to ensure that product is not adulterated.

416.2(b)(1) Establishment buildings, including their structures, rooms, and compartments must be of sound construction, be kept in good repair, and be of sufficient size to allow for processing, handling, and storage of product in a manner that does not result in product adulteration or the creation of insanitary conditions.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
