Citation: On Friday, February 24, 2012, at approximately 0750 hours, while performing a review of HACCP records for the Raw Intact and Raw Non-intact processes, I observed the following recordkeeping noncompliances.

Review of Antimicrobial Treatment records, SM-HACCP-FORM-004, revealed that no Direct Observation verification procedure had been documented since 11/10/11 and no Record Review verification was documented for the months of September 2011, October 2011, November 2011, December 2011, or January 2012. These verification tasks are to be performed [redacted]s written HACCP plan.

Review of the Raw Process Temperature records, SM-HACCP-FORM-005, revealed that no Direct Observation or Record Review verification procedures were documented for the month of January, 2012. These verification tasks are to be performed [redacted]s written HACCP plan.

In light of the above noncompliances, a further review of HACCP records for the slaughter process was performed. Review of slaughter records, SPM-HACCP-FORM-003, revealed that no Direct Observation or Record Review verification procedures were documented for the month of January 2012. These verificatio [redacted] in accordance with the establishment’s written HACCP plan.

Mr. [redacted] Plant Manager, was verbally notified of these noncompliances at approximately 0800 hours on 2/24/2012. Mr. [redacted] stated that he had failed to perform the procedures at the end of the month due to an oversight on his part. Documentation of monitoring checks over the time frame of these noncompliances has indicated no failure to meet the critical limits; therefore, there is no product deemed to be a threat to public health as a result of these noncompliances.

Mr. [redacted] has been informed of the establishment’s failure to comply with regulatory requirements of 417.4(a)(2)(ii), 417.4(a)(2)(iii), and 417.5(a)(3) both verbally and with the issuance of this Noncompliace Record.

417.5(a)(3) Records documenting the monitoring of CCP’s and their critical limits, including the recording of actual times, temperatures, or other quantifiable values, as prescribed in the establishment’s HACCP plan; the calibration of process-monitoring instruments; corrective actions, including all actions taken in response to a deviation; verification procedures and results; product code(s), product name or identity, or slaughter production lot. Each of these records shall include the date the record was made.
