Citation: At approximately 0745 hours while performing SPS verification procedure in the boning cooler prior to the start of operations I observed the following deficiencies. The old overhead ammonia cooling unit has several areas of flaking paint on the underside of the unit. No product stored in the area of the cooling unit. There are several small cracks in the mortar joints between the glazed tile on the back wall of the boning cooler. The discharge drain pipe of the overhead cooling unit on the right side of the room is disconnected. The wall anchor for the discharge tube is rusted. The metal flashing around both doors leading to the box cooler has seperated from the wall exposing a gap of approximately 1/2 inch. The metal supports for the meat scale in the adjoining room is rusted. A check of the daily SSOP records and the Plant Improvement log found that these deficiencies were not documented. No tag applied.This is a violation of FSIS regulations 416.1, 416.2(b)(1), 416.2(b)(2), and 416.2(e)(2). Mr. [redacted] was notified orally and in writing with this NR of the noncompliance.

Regulation:

416.1 Each official establishment must be operated and maintained in a manner sufficient to prevent the creation of insanitary conditions and to ensure that product is not adulterated.

416.2(b)(1) Construction. Establishment buildings, including their structures, rooms, and compartments must be of sound construction, be kept in good repair, and be of sufficient size to allow for processing, handling, and storage of product in a manner that does not result in product adulteration or the creation of insanitary conditions.

416.2(b)(2) Walls, floors, and ceilings within establishments must be built of durable materials impervious to moisture and be cleaned and sanitized as necessary to prevent adulteration of product or the creation of insanitary conditions.

 416.2(e)(2) Properly convey sewage and liquid disposable waste from the establishment
