Citation: On 2/24/11, at approximately 07:30am, while performing unscheduled PBIS task code 01B02, I observed the following non-compliance in the RTE room. Just before the start of operations, in the RTE room, I observed an employee spraying a liquid substance from a plastic bottle, without any identification on the bottle, on a packaging table, then wiping the liquid off with dry paper towels. The employee informed me it was a Clorox solution. I removed the lid from the bottle, and noticed a Pine-sol smell. She stated that there must have been some left in the bottle from the previous use. I informed [redacted] (production manager) of this. At this time, he hosed off the affected table with hot water and remove the bottle from the production room. No direct product was involved at this time. The establishment has failed to properly ID containers of chemicals. for proper use. The establishment has no documentation on file for the safe, diluted concentration of Clorox. [redacted] and [redacted] were notified both verbally and in writing with this NR. A 3 page copy of achieving the correct PPM for Clorox,( for informational use only), is attached to this NR.


416.1 Each official establishment must be operated and maintained in a manner sufficient to prevent the creation of insanitary conditions and to ensure that product is not adulterated.

416.2(a) Grounds and pest control. The grounds about an establishment must be maintained to prevent conditions that could lead to insanitary conditions, adulteration of product, or interfere with inspection by FSIS program employees. Establishments must have in place a pest management program to prevent the harborage and breeding of pests on the grounds and within establishment facilities. Pest control substances used must be safe and effective under the conditions of use and not be applied or stored in a manner that will result in the adulteration of product or the creation of insanitary conditions.

416.14 Each official establishment shall routinely evaluate the effectiveness of the Sanitation SOPís and the procedures therein in preventing direct contamination or adulteration of product(s) and shall revise both as necessary to keep them effective and current with respect to changes in facilities, equipment, utensils, operations, or personnel.

416.4(c) Cleaning compounds, sanitizing agents, processing aids, and other chemicals used by an establishment must be safe and effective under the conditions of use. Such chemicals must be used, handled, and stored in a manner that will not adulterate product or create insanitary conditions. Documentation substantiating the safety of a chemicalís use in a food processing environment must be available to FSIS inspection program employees for review.
