Citation: On October 24, 2011, at approximately 07:37 hours, while performing an unscheduled, operational Sanitation Standard Operating Procedures review and observation inspection procedure in the establishment’s evisceration department, I observed an unidentifiable liquid present on the openings of the two (2) manual lung guns’ stainless steel nozzles, direct food contact surfaces, immediately upstream of the inside/outside bird wash machine and product residue present on the two (2) blades of the pneumatic scissors, both direct food contact surfaces, downstream of the automated opening machine. The fluid contamination on the lung guns was amber in color, of an oily consistency, and had an odor consistent with petroleum. The product residue residing on the scissors consisted of chicken feathers and a white, translucent lacquer of unknown origin. I rejected the lung guns and scissors by affixing the Food Safety and Inspection Service’s Form 6502-1 #B40157509 and #B40157508, respectively. [newline] [newline]Young chicken carcasses were present in the department at the time of discovery but none had yet reached these locations in the process on the principle production line or come into contact with the rejected pieces of equipment. No edible product was observed to have been involved at this time.[newline] [newline]According to the firm’s preoperational inspection SSOP forms, the lung guns and scissors had been inspected and passed at approximately 07:00 hours earlier this morning. The forms had been annotated and authenticated by an authorized employee.[newline] [newline]This constitutes a failure to comply with the United States Code of Federal Regulations, Title 9, Chapter III, Animals and Animal Products, Subchapter E, Regulatory Requirements under the Federal Poultry Products Inspection Act, Part 416, Sanitation, Sections 13(a) and 13(c). The evisceration department’s junior manager, Mr. [redacted] promptly was informed of the noncompliances verbally.[newline] [newline]Federally-inspected food production establishments are required to fulfill the expectations of all applicable requirements of the United States Code of Federal Regulations and Food Safety and Inspection Service. In this instance, management failed to ensure adequate sanitation of direct food contact surfaces during operations.[newline] [newline]This document serves as written notification that failure to comply with regulatory requirements may result in additional regulatory and/or administrative action(s).

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.
