Citation: September 15, 2011 10:32 hours While performing an unscheduled, 06D01, facilities and equipment sanitation inspection procedure of the establishment's vinyl curtains mounted at the entrances to the tray pack compartment and evisceration department, I observed the presence of algae and poultry residue affecting various areas of the curtains. The residue consisted of three (3) pieces of poultry fat each approximately one quarter (1/4) of an inch square in size on the inside surfaces of the curtains of the tray pack room. The algae were magenta in color and present on every vinyl flap at these two (2) entrances. I rejected the vinyl curtains at the entrances of the tray pack room and evisceration department affixing the FSIS Forms 6502-1 #B39718879 and #B3971880, respectively. No product was observed to have been affected at this time. This constitutes a failure to comply with the United States Code of Federal Regulations, Title 9, Chapter III, Animals and Animal Products, Subchapter E, Regulatory Requirements under the Federal Poultry Products Inspection Act, Part 416, Sanitation, Sections 4(b) and 4(d). The processing department's co-manager, Mr. [redacted] was notified promptly of the noncompliance verbally. Federally-inspected food production establishments are required to fulfill the expectations of all applicable requirements of the United States Code of Federal Regulations and Food Safety and Inspection Service. In this instance, management has failed to clean and sanitize a non-food contact surface at a frequency sufficient to prevent the development of insanitary conditions in a food processing environment. Management was reminded of the fact that product is routinely conveyed through these vinyl curtains and of the potential for cross-contamination and/or adulteration of product. This document serves as written notification that failure to comply with regulatory requirements may result in additional regulatory and/or administrative action(s).
Regulation:
416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
416.4(d) Product must be protected from adulteration during processing, handling, storage, loading, and unloading at and during transportation from official establishments.
