Citation: September 11, 2011 07:15 hours While performing an unscheduled, 01B02, preoperational sanitation inspection procedure of the establishment's five (5) feather picking machines, I observed the presence of a multitude of small, flying insects on and about the rail sections running through the second and third picking machines. I identified the insects as moth flies, also commonly known as drain flies. The flies each measured approximately 1/8 of an inch in length, numbered in the hundreds, and were concentrated on the stainless steel, non-food contact surfaces located above the rail. The top side of these sections of the rail was also found to be contaminated with poultry feathers and residue approaching one half-of-an-inch thick in some locations. I rejected the second and third picking machines by affixing the FSIS Forms 6502-1 #B39718846 and #B39718845, respectively. As this was a preoperational inspection, product was not present at the time of discovery. After a review of establishment records, I noted that a preoperational inspection of the picking machines had been performed at 07:03 hours earlier this morning. The record was authenticated by [redacted] This constitutes a failure to comply with the United States Code of Federal Regulations, Title 9, Chapter III, Animals and Animal Products, Subchapter E, Regulatory Requirements under the Federal Poultry Products Inspection Act, Part 416, Sanitation, Sections 13(a) and 13(c). Federally-inspected food production establishments are required to fulfill the expectations of all applicable requirements of the United States Code of Federal Regulations and Food Safety and Inspection Service. In this instance, management has failed to conduct a thorough preoperational inspection of the picking machines and to take measures to restore adequate sanitation to the affected surfaces. This document serves as written notification that failure to comply with regulatory requirements may result in additional regulatory and/or administrative action(s).


416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOPís before the start of operations.

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOPís.
