Citation: August 30, 2011 07:13 While performing an unscheduled, 01C02, operational sanitation procedure in the "bodega" where processing aids and product packaging materials are stored, I encountered one (1) bag of [redacted] containing two thousand (2,000) absorbent pads located on the concrete floor behind a wardrobe closet. These pads are utilized to absorb retained water and poultry purge inside the immediate containers of product and, therefore, direct food contact surfaces. While attempting to move this package, which should weigh no more five (5) pounds, I observed that the plastic master container had been compromised and found it to weigh more in the neighborhood of thirty-five (35) pounds due to the absorption of an unknown, clear liquid. I rejected the package by affixing the Food Safety and Inspection Service's (FSIS) Form 6502-1 #B39718839. I promptly informed [redacted], an establishment employee in charge of maintaining sanitation of the grounds of the noncompliance verbally. As the contaminated packaging material was identified in a storage facility, no product was observed to have been affected at this time. This constitutes a failure to comply with the United States Code of Federal Regulations, Title 9, Chapter III, Animals and Animal Products, Subchapter E, Regulatory Requirements under the Federal Poultry Products Inspection Act, Part 416, Sanitation, Section 4(d). Federally-inspected food production establishments are required to fulfill the expectations of all applicable requirements of the United States Code of Federal Regulations and Food Safety and Inspection Service. This document serves as written notification that failure to comply with regulatory requirement(s) may result in additional regulatory and/or administrative action(s).

416.4(d) Product must be protected from adulteration during processing, handling, storage, loading, and unloading at and during transportation from official establishments.
