Citation: July 10, 2011 07:49 hours While performing an unscheduled, 03J01, Hazard Analysis and Critical Control Point (HACCP) slaughter inspection procedure in the evisceration department, I conducted a test of the chlorine content of the potable water lines supplying the Inside/Outside Bird Wash (IOBW) machine. The establishment's HACCP plan identifies [redacted]. Using the facility's [redacted] that utilizes the [redacted] method to determine total chlorine concentration, I discovered that chlorine was present at zero (0) ppm. I immediately directed an FSIS on-line Food Inspector to stop the production line. I then apprised the evisceration department's junior manager, Mr. [redacted] of the situation. He confirmed my findings after observing a pump had lost partial prime of the sodium hypochlorite solution, evidenced by the presence of air bubbles in the injection line. After observing that chlorine had been restored to these locations and Mr. [redacted] begin implementing the plant's corrective actions for this scenario, I relinquished regulatory control of the evisceration department at approximately 07:54 hours. This constitutes a failure to comply with the United States Code of Federal Regulations, Title 9, Chapter III, Section 417.4(a)(2)(i). Mr. [redacted] was promptly notified of the noncompliance verbally. Management has been reminded that Federal law requires Federally-inspected facilities to faithfully execute their HACCP plans as written. This document serves as written notification that failure to comply with regulatory requirements may result in additional regulatory and/or administrative action(s).
