Citation: June 22, 2011 08:32 hours While performing an 03J01, HACCP slaughter category inspection procedure for the presence of visible fecal contamination on ten (10), randomly selected, dressed, young chicken (Gallus gallus domesticus) carcasses at the inspection table immediately upstream of the soaker, I discovered two (2) carcasses bearing portions of their large intestines approximately two (2) inches in length intact with their cloacas and surrounding tissues of the vent areas. I was able to extrude the contents from within the lumen of each length of large intestine. The contents of both had odors consistent with poultry feces and were brown in color, of a pasty consistency, and composed of unidentifiable plant material. I promptly arrested the principal production line to prevent additional carcasses, potentially carrying similar contamination, from entering the soaker. The evisceration department's junior manager, Mr. [redacted] was immediately alerted and given the opportunity to conduct his own inspection as to the nature of the contamination. Mr. [redacted] concurred with my findings and, without delay, initiated the establishment's corrective actions for this scenario. This constitutes failures to comply with the United States Code of Federal Regulations, Title 9, Chapter III, Animals and Animal Products, Section 381.65(e). I promptly notified Mr. [redacted] of the noncompliance verbally. FSIS field operations personnel enforce a zero-tolerance standard for the presence of visible fecal contamination on poultry carcasses prior to immersion chilling. Because fecal material is a vehicle for pathogens, and microbial contamination is a food safety hazard that can be expected to occur in the production process, an establishment must control the occurrence of pathogens on product, including preventing poultry carcasses contaminated with visible fecal material from entering a chilling tank or, at this establishment, the soaker. This document serves as written notification that failure to comply with regulatory requirements may result in further regulatory and/or administrative action(s). Past Similar NRs - Previous Ineffective Plant Actions: Failure of establishment employees to reroute chicken carcasses remaining contaminated with visible fecal material after the inside/outside bird wash machine to the reprocessing station.
