Citation: May 8, 2011 08:25 hours While performing an unscheduled, 03J01, HACCP slaughter inspection procedure in the evisceration department, I performed a test of the chlorine content of the water supplied to the Inside/Outside Bird Wash machine, the location of the "final wash" in the slaughter process. The establishment's HACCP plan identifies [redacted]. Using the establishment's [redacted] that utilizes the [redacted] method to determine total chlorine content, I discovered that chlorine was present at zero (0) ppm. The evisceration department's junior manager, Mr. [redacted] confirmed my findings at the same location using the same equipment at approximately 08:26 hours. I took immediate regulatory control of the slaughter process by directing an on-line FSIS Food Inspector to stop the production line while Mr. [redacted] set about implementing the plant's corrective actions for this scenario. This is a failure to comply with the United States Code of Federal Regulations, Title 9, Chapter III, Section 417.2(c)(4). Mr. [redacted] was promptly notified of the noncompliance verbally. This document serves as written notification that failure to comply with regulatory requirements may result in additional regulatory and/or administrative action(s). Past Similar NRs - Previous Ineffective Plant Actions: Management has failed to monitor the calibration of the mechanism that meters chlorine into the potable water line that supplies the IOBW.
