Citation: March 16, 2011 10:38-12:45 hours While performing an unscheduled preoperational, 01B02, inspection procedure of the chute that conveys poultry carcasses from the immersion chiller to the processing room in the stairwell between the salting and evisceration departments, I detected a strong odor of chlorine emanating from the salting department. I entered the salting department whereupon my eyes began to water due to the amount of chlorine gas present. Using the establishment's [redacted] test kit, I determined the water returning to the chiller from the heat exchanger to contain approximately 80 parts per million (ppm) of sodium hypochlorite, at least [redacted] times the upper limit stated in the establishment's Prerequisite Plan (PR) for chlorination of the immersion chiller. Performing the same titration test at the potable water intake of the immersion chilling system, I found chlorine to be present at 160 ppm, more than [redacted] times the upper limit stated in this facility's written PR program and the Food Safety and Inspection Service's (FSIS) Directive 7120.1, Amendment 21, "Safe and Suitable Ingredients Used in the Production of Meat, Poultry, and Egg Products." No product was present in the chiller at this time. While attempting to contact management about the situation, I observed the first kashered, young chicken carcasses from today's production boarding a conveyor belt and on the verge of dropping into the chiller. Noting that management was not present to intervene, I directed a plant employee to stop the conveyor belt to prevent these carcasses from entering the chilling system. I rejected the chiller by applying the FSIS Form 6502-1 #B39718974. The establishment's QC/HACCP manager, Mr. [redacted] was informed immediately of the noncompliance verbally. After the establishment allowed the chlorine concentration in the immersion chilling system to dissipate and return to fifty [redacted] at approximately 11:35 hours, I relinquished regulatory control and chicken carcasses that were being manually chilled up until this point in time were sent into the chiller. This constitutes a failure to comply with the United States Code of Federal Regulations, Title 9, Chapter III, Animals and Animal Products, Sections 416.4(c) and 416.4(d). This document serves as written notification that failure to comply with regulatory requirements may result in additional regulatory and/or administrative action(s).
