Citation: March 14, 2011 10:40 hours While performing a scheduled preoperational, 01B02, inspection procedure in the small cooler where mechanical separation of poultry is performed, I observed beaded condensate suspended from the northwest, southwest, and southeast corners of the compartment's ceiling, affecting a total area of approximately fifteen (15) square feet. I rejected the room and its contents by applying the Food Safety and Inspection Service Form 6502-1 #B39718995. The condensate was not observed to be actively dripping. No product was observed to have been involved at this time. This is a failure to comply with the United States Code of Federal Regulations, Title 9, Chapter III, Animals and Animal Products, Section 416.13(c). The processing department's co-manager, Mr. [redacted] was promptly notified of the noncompliance verbally. Prior to the discovery, Mr. [redacted] had released the department and its contents for my review. I noted that Mr. [redacted] had authenticated the establishment's preoperational inspection form, which includes removal of condensation, at 10:10 hours earlier this morning. This document serves as written notification that failure to comply with regulatory requirements may result in additional regulatory and/or administrative action(s). Past Similar NRs - Previous Ineffective Plant Actions: Failure to conduct a thorough preoperational inspection prior to releasing the department for FSIS preoperational review. NR: 1-2011 dated 1/3/2011

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.
