Citation: December 22, 2010 15:25 hours The following observations were made by [redacted] Food Safety and Inspection Service Evaluation, Investigation, and Analysis Officer (EIAO), while performing a Food Safety Assessment of this facility's process: A review of this establishment's operational HACCP recordkeeping form, "HACCP form; slaughter 01-chicken," on 11/16/2010, does not indicate a specific timeframe to determine if poultry carcasses are meeting their regulatory chilling requirements based on the weight of dressed carcasses from the point of slaughter. This critical limit is described as Critical Control Point 3 in the plant's written HACCP plan. This is a failure to comply with the United States Code of Federal Regulations (CFR), Title 9, Chapter III, Section 381.66(b)(2). This facility's hazard analysis does not address chemical hazards that are historically known to occur in animal husbandry, such as antibiotics, hormones, and other pharmaceuticals. This is a failure to comply with the CFR, Title 9, Chapter III, Section 417.2(a). This document serves as written notification that failure to comply with regulatory requirements may result in additional regulatory and/or administrative action(s).

417.5(a)(1) following records documenting the establishment’s HACCP plan: The written hazard analysis prescribed in § 417.2(a) of this part, including all supporting documentation

417.5(a)(3) Records documenting the monitoring of CCP’s and their critical limits, including the recording of actual times, temperatures, or other quantifiable values, as prescribed in the establishment’s HACCP plan; the calibration of process-monitoring instruments; corrective actions, including all actions taken in response to a deviation; verification procedures and results; product code(s), product name or identity, or slaughter production lot. Each of these records shall include the date the record was made.
