Citation: December 19, 2010 07:45 hours While performing a scheduled preoperational inspection procedure in the salting department, I observed product residue and white, unidentifiable foreign material soiling the underside of the stainless steel covering, a direct food contact surface, located above the large submersion chiller. I rejected the surface and the chiller by affixing the Food Safety and Inspection Service Form 6502-1 #B39718903. I immediately informed the evisceration department's junior manager, Mr. [redacted] of the noncompliance verbally. As this was a preoperational inspection, no product was observed to be involved. This constitutes a failure to comply with the United States Code of Federal Regulations, Title 9, Chapter III, Sections 416.13(a) and 416.13(c). According to plant records, a preoperational inspection of this portion of the facility had been conducted at 06:53 hours earlier this morning. The records are initialed and dated by Mr. [redacted] This document serves as written notification that failure to comply with regulatory requirements may result in additional regulatory and/or administrative action(s). Past Similar NRs - Previous Ineffective Plant Actions: SSOPs are not being implemented as described in the written plan or the monitoring of the implementation is inadequate. Regulation:
416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOP’s before the start of operations.
416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.
