Citation: October 27, 2010 07:55 hours While performing an operational inspection task in the evisceration department, I observed chicken carcasses contaminated with smears of black grease on and around their tails after passing through the automated preen gland remover, a direct food contact surface. The grease appeared to be machine lubricant, oxidized poultry fat from the previous day's production, oil from the preen gland itself, or a combination of the three. This is a failure to comply with the United States Code of Federal Regulations, Title 9, Chapter III, Sections 416.1 and 416.4(a). Slaughter manager, [redacted] was immediately notified of the noncompliances verbally. Mr. [redacted] promptly began to remove the accumulation of black grease from the machine. Carcass contamination was permitted to pass downstream where it was removed by knife trimming directed by the two Food Safety and Inspection Service on-line Food Inspectors. Plant preoperational records indicate that the "oil sac cutter" had been inspected and passed this morning at 07:00 hours. This document serves as written notification that failure to comply with regulatory requirements may result in additional regulatory and/or administrative action(s). Regulation:

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
