Citation: October 3, 2010 08:45 hours While performing an 03J01 pre-chill inspection procedure for the presence of visible fecal contamination on ten, randomly selected, dressed chicken carcasses at the inspection table after the final wash and upstream of the first water submersion chiller, the Food Safety and Inspection Service (FSIS) Inspector-In-Charge, [redacted] discovered a patch of what appeared to be fecal contamination on the exterior surface of the junction of the left thigh and spine of one carcass. The contamination had an odor consistent with poultry feces and was 1/4-inch by 1/3 inch in size, forest green in color, and of a creamy consistency. Evisceration area manager, Mr. [redacted] was immediately alerted and given the opportunity to conduct his own inspection of the nature of the contamination. Mr. [redacted] concurred with the Inspector [redacted] findings and, without delay, initiated the establishment's corrective actions for this scenario. This is a failure to comply with the United States Code of Federal Regulations, Title 9, Chapter III, Section 381.65(e) and FSIS Directive 6420.2. Inspector [redacted] promptly notified Mr. [redacted] of the noncompliance verbally. FSIS field operations personnel enforce a policy of zero-tolerance for visible fecal contamination on poultry carcasses prior to submersion chilling. Because fecal material is a vehicle for pathogens, and microbial contamination is a food safety hazard that can be expected to occur in the production process, an establishment must control the occurrence of pathogens on product, including preventing poultry carcasses contaminated with visible fecal material from entering the chilling tank. Inspector [redacted] repeated the pre-chill inspection for visible fecal contamination with another randomly selected set of ten, dressed carcasses at the pre-chill inspection stand at approximately 09:00 hours. No visible fecal contamination was observed. This document serves as written notification that failure to comply with regulatory requirements may result in further regulatory and/or administrative action(s).
