Citation: September 12, 2010 08:13 hours While conducting an operational inspection procedure in the motor room, Food Safety and Inspection Service (FSIS) Inspector-In-Charge, [redacted] observed that the sodium hypochlorite solution in the uptake line of one of the two pumps that meters chlorine into the potable water supply to all departments in this establishment was motionless. Following the water line into the evisceration room, Inspector [redacted] observed that this line supplied the cropping machine, Critical Control Point (CCP) 1d. Inspector [redacted] used the facility's [redacted] that measures chlorine concentration by the [redacted] method. The test detected that chlorine was present at zero parts per million (ppm). Inspector [redacted] immediately alerted the evisceration manager, Mr. [redacted] who promptly restored the affected chlorine pump to working order. When asked what other stations were affected by this lapse in chlorination, Mr. [redacted] stated the line at the liver harvesting station, CCP 1c, and the rework station, CCP 1e. Inspector [redacted] retained the livers affected by this Critical Limit deviation by applying FSIS Form 6502-1 #B39133036 to the container in which they were being chilled. All the non-kosher chickens that had been reprocessed up until this time were retained with FSIS Form 6502-1 #B39133096. This constitutes a failure to comply with the United States Code of Federal Regulations, Title 9, Chapter III, Sections 381.65(a) and 417.2(c)(4). Mr. [redacted] was notified immediately of the noncompliances. Chlorine plays an important role in this facility's production process. [redacted] More frequent inspection of the chlorine pumps may be required to ensure that these CCPs are within critical limits throughout the production day. According to the operational inspection records for the evisceration room initialed by Mr. [redacted] chlorine was present at levels within Critical Limits in the cropping machine and liver harvesting station at 07:32 and 07:33 hours, respectively, earlier this morning. This document serves as written notification that failure to comply with regulatory requirements may result in additional regulatory and/or administrative action(s). Past Similar NRs - Previous Ineffective Plant Actions: The monitoring frequency appears to be inadequate to detect chlorine concentration deviations at CCPs. NR: 25-2010 dated 4/11/2010

381.65(a) Operations and procedures involving the processing, other handling, or storing of any poultry product must be strictly in accord with clean and sanitary practices and must be conducted in a manner that will result in sanitary processing, proper inspection, and the production of poultry and poultry products that are not adulterated.
