Citation: September 6, 2010 07:45 hours While performing an operational inspection task in the evisceration department, Food Safety and Inspection Service (FSIS) Inspector-In-Charge, [redacted] observed chicken carcasses contaminated with smears of black grease on and around the tail area after passing through the automated preen gland remover, a direct food contact surface. The grease appeared to be machine lubricant, oxidized poultry fat, oil from the preen gland itself, or a combination of the three. This is a failure to comply with the United States Code of Federal Regulations, Title 9, Chapter III, Sections 416.1 and 416(a). Slaughter supervisor, [redacted] was immediately notified of the noncompliances verbally. Mr. [redacted] promptly detailed another employee to remove the accumulation of the black grease from the machine. Contamination on carcasses of the same nature was removed by knife trimming at the two FSIS inspections stands. Plant preoperational records indicate that the "oil sac cutter" had been inspected and passed at 07:00 hours. This document serves as written notification that failure to comply with regulatory requirements may result in additional regulatory and/or administrative action(s).

Regulation:

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
