Citation: On this day at approximately 0725 hours, while I was performing my Pre-Op inspection procedure, I observed white color dried residue appearing at the same high level at the upper part of the inside surface of the first poultry chilling tank located inside the poultry salting room. Mr. [redacted] was immediately notified and shown of the noncompliance. Mr. [redacted] said that he believed that the white color dried residue was the residue of soap. But I explained to him that soap is also made of chemical substance, and the food contact surface as the inside surface of the poultry chilling tank should be free from any inedible chemical residue. I tagged the first poultry chilling tank with the U.S.Rejected tag # B38600538. At about 0815 hours, I was notified by the plant's slaughter manager [redacted] for to re-inspect the first poultry chilling tank after it was cleaned and sanitized. I re-inspected the tank and found the cleaning result was acceptable. And I detached the U.S.Rrejected tag # B38600538 from the first poultry chilling tank. Plant's SSOP- Pre-Op Visual Inspection page 4 (1) states: [redacted]. Failure to meet the federal regulatory requirement of the 9 CFR 416.13(a) which states: Each official establishment shall conduct the pre-operational procedures in the Sanitation SOP's before the start of operations. Failure to meet the federal regulatory requirement of the 9 CFR 416.13(c) which states: Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP's. Failure to meet the federal regulatory requirement of the 9 CFR 416.4(a) which states: All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product. This document serves as written notification that failure to comply with the federal regulatory requirements may result in additional regulatory and/or administrative action(s).
Regulation:
416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOP’s before the start of operations.
416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.
416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
