Citation: July 25, 2010 07:35 hours While performing a preoperational inspection of the evisceration department, [redacted] the Food Safety and Inspection Service (FSIS) Inspector-In-Charge, encountered four, red, perforated, plastic luggers soiled with numerous patches of black machine grease on their interior and bottom surfaces. A stainless steel shovel was also observed with a 3/4-inch by 1/2-inch piece of chicken foot skin and dried poultry meat adhered to the bottom surface of its blade. Inspector [redacted] applied FSIS Form 6502-1 #B39133020 to the equipment, rejecting it. Slaughter manager, [redacted] was promptly verbally notified of the noncompliance. These pieces of equipment and utensils are direct food contact surfaces. United States Code of Federal Regulations Title 9, Chapter III, Sections 416.13(a) and 416.13(c) speak of the establishment's responsibility for conducting preoperational inspections and monitoring the implementation of the written Sanitation Standard Operating Procedures, respectively. The machine grease is a potential contaminant and the poultry residue is from the previous day of production, Thursday, July 22. This document serves as written notification that failure to comply with regulatory requirements may result in additional regulatory and/or administrative action(s). 416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOP’s before the start of operations.
416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.
