Citation: On this date at 1245 hours FSIS personal observed the following non-compliance issues upon a walk through in the Labelle Foods processing facility. Under PBIS inspection code 06D01 the following multiple non- compliances need attention: 1) Rest room facilities, locker room facilities and lunch room have full garbage containers with one container overfilled where the garbage was noted on the floor area. The corner area in the locker room had miscellaneous items stored such as metal rods, cardboard on the floor and white processing gloves scattered about. Food particles left on tables, other areas can contribute to vermin control activities. 2) Standing water noted on the floor area of the packing room. The metal gutter sections above the packing tables had sections of surface rust. The lower door hinge for the packing door has flaking rust visible. 3) In the product cooler the back wall observed upon entering the room had drops of product blood from the middle section of the wall to the lower portion. 4) In the ice machine room the caulking for the wall in the corner section exhibited a portion of mold extending about 2 inches from the caulk and down the length of the corner about 1 1/2 feet. The bolts for the cooler door hinges were rusted completely. Noted on two hinges with multiple bolts per hinge. Gloves, paper towels, were located in the sink area used for washing hands making it difficult for the area to be used as a hand washing station. At 1410 hours Inspector walked through area again with Supervisor [redacted] and HACCP Manager [redacted] to point out areas of non- compliance that are addressed by this NR report after verbally notifying management at 1350 hours. Facility was in process at time of Inspection after lunch break and product being processed was cut up duck meat in the cut up room as well as raw packaged product in the packing room. No product is effected or product retained upon issue of this NR.


416.2(h)(1) Dressing rooms, lavatories, and toilets. Dressing rooms, toilet rooms, and urinals must be sufficient in number, ample in size, conveniently located, and maintained in a sanitary condition and in good repair at all times to ensure cleanliness of all persons handling any product. They must be separate from the rooms and compartments in which products are processed, stored, or handled.

416.2(h)(3) Refuse receptacles must be constructed and maintained in a manner that protects against the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(d) Product must be protected from adulteration during processing, handling, storage, loading, and unloading at and during transportation from official establishments.
