Citation: At approximately 06;05 while performing the review and observation component for pre- operational sanitation in eviscerating room observed the following non-compliance, observed several black specs of unidentifiable foreign matter on conveyor belt where the chickens are drop after the hock machine and prior to the rehang station. this area is a direct food contact surface. Q.C [redacted] and Night sanitation Manager [redacted] verbally informed of non-compliance and 9CFR 416.1, 416.4(a) and 416.13(c) and failure to carry out written procedures outlined in plants SSOP. Management records did not reflect FSIS inspectors findings. Immediate action taken by Q.C and no U.S. Reject tag applied by FSIS inspector. Equipment washed and sanitized prior to start of operations. Also at approximately 07:05 while performing pre-operational sanitation in cut - up room and chill area observed the following non-compliance. Meat and fat particles observed on both motors behind wing spreading machine by hang line of birds exiting the chiller, Night Q.C [redacted] verbally informed of non-compliance and 9CFR 416.1 and 416.4(b), immediate action taken by Q.C motors removed washed and sanitized prior to start of operations.[newline][newline]This document serves as written notification that failure to comply with regulatory requirements could result in additional regulatory or administrative action(s).

Regulation:

416.1 Each official establishment must be operated and maintained in a manner sufficient to prevent the creation of insanitary conditions and to ensure that product is not adulterated.

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
