Violation:  416.13(c), 416.4(a)

Citation: At approximately 0500 hours after being informed by establishment QA Control Personnel Ms. of the completion of their pre-operational inspection and that all areas were found as acceptable; an FSIS pre-operational inspection was performed. The following conditions were observed; 1. In the Picking Processing Room; Observed product residue from previous day's production; through numerous "rubber fingers" of the picker unit. Picker unit rejected, Tag#B23789037 applied. 2. In the Scalding Processing Room; Observed 'Feathers"; embedded throughout the brushes' of the 'Scalder Brushes Unit'. Further inspection revealed 'Feathers' through the lower stainless steel pan of the above mentioned unit. "Scalder Brushes Unit "rejected, Tag#B24131627 applied. QA Control Personnel Ms. immediately shown all the above mentioned conditions observed. Ms. was informed of failure to meet 9CFR416.1; 416.13(c); 416.4(a); and that regulatory action will remain in effect until corrective action has been performed. Pre-operational records for today show no documentation of the above mentioned FSIS conditions observed. FSIS reviewed establishment SSOP Program signed dated and implemented December 10, 2010 .On page #3 under "Pre-operational Sanitation" it states the following; " [redacted] " Under "Establishment Monitoring and Documentation" page#3 it states; "[redacted]". This document serves as written notification that your failure to comply with regulatory requirement(s) could result in additional regulatory or administrative action.

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
