Citation: At ~9:20 AM, SPHV was performing a Zero Fecal check on carcasses in the cooler next to the kill floor and observed an approximately 1-1.5 cm piece of greenish black fecal material on the inside right lateral aspect of the pelvic canal on sheep carcass ID " and ~1 cm smeared fecal material on the left flank and rump of two other sheep carcasses. Carcasses were retained with US Retain Tags #B39600675, #B39600659 and B39600660. Mr was immediately verbally informed of this noncompliance. A records review documented that CCP B7 was completed on 6/15/2012 at 10:50 am for sheep carcasses ID "nbsp;Similar noncompliances were documented on NR #LPA2008050824N, LPA4811033612N-1, LPA5507030626N-1 and LPA2412065107N. Previous corrective actions were either inadequate or not implemented correctly.
Regulation:
310.18(a) Carcasses, organs, and other parts shall be handled in a sanitary manner to prevent contamination with fecal material, urine, bile, hair, dirt, or foreign matter; however, if contamination occurs, it shall be promptly removed in a manner satisfactory to the inspector.
417.3(a)(2) The written HACCP plan shall identify the corrective action to be followed in response to a deviation from a critical limit. The HACCP plan shall describe the corrective action to be taken, and assign responsibility for taking corrective action, to ensure: The CCP will be under control after the corrective action is taken;
417.3(a)(3) Measures to prevent recurrence are established;
