Citation: At 0720 while reviewing the paperwork for the Odd-Hour Animal Check in the government office, I observed Mr. filling out HACCP paperwork outside my office. I approached to observe. I noticed him filling outa blank"Pre-shipment & record review log." He dated it 3-14-12, and entered a time of "4:15pm" for the following CCPs: [redacted] I asked why he was filling those out now when the events were dated yesterday afternoon. He stated that he did those tasks yesterday afternoon. He stated that he did not have time to fill these forms out at 4:15pm daily. I then directly observed him complete the "[redacted] Preparation Log" with a date of 3-15-2012 and a time of 0745. Knowing that this was a time in the future, I asked him if he had actually accomplished this task yet. He said he had not, but would do it later. I asked if he knew that 9CFR 417 required HACCP record entries to be made at the time the eventoccurred and he replied "Probably." It is extremely important to have accurate HACCP records in order to ensure that the food safety system is properly functioning and to protect public health. Back-dating and future dating records is not acceptable. Mr. was informed of this non-compliance in orally writing with this non-compliance report. As always you have the right to appeal.
Regulation:
417.5(b) Each entry on a record maintained under the HACCP plan shall be made at the time the specific event occurs and include the date and time recorded, and shall be signed or initialed by the establishment employee making the entry.
