Citation: At approximately 10:10 AM while walking through the establishment I went to the unloading dock off the inedible room to inspect the concrete pit which holds the barrel into which blood from the slaughter floor blood pit drains. I found a large number of immobile maggots floating in a watery "soup" of blood and presumably ground water. I also observed a lesser number of live maggots in the corners of the concrete pit. Some of these maggots were squirming in the water. Some of these maggots were actively crawling on the walls. I would estimate the number of immobile maggots to be in the hundreds and the number of live maggots to be between 50 and 100. I showed the condition of the concrete pit to CSI and then applied U.S.Rejected tag #B39600674 above the concrete pit. CSI then notified both and of the noncompliance. This is a noncompliance with 9 CFR 416.2(a) which states that "the grounds about an establishment must be maintained to prevent conditions that could lead to insanitary conditions" and "Establishments must have in place a pest management program to prevent the harborage and breeding of pests on the grounds and within establishment facilities." Continued failure to meet regulatory requirements could result in further regulatory action. Regulation:

416.2(a) Grounds and pest control. The grounds about an establishment must be maintained to prevent conditions that could lead to insanitary conditions, adulteration of product, or interfere with inspection by FSIS program employees. Establishments must have in place a pest management program to prevent the harborage and breeding of pests on the grounds and within establishment facilities. Pest control substances used must be safe and effective under the conditions of use and not be applied or stored in a manner that will result in the adulteration of product or the creation of insanitary conditions.
