Citation: At 1100 while verifying an unscheduled grounds and facilities inspection the following Noncompliance was found on the inedible storage/unloading area. Dr. and CSI IIC[redacted] found blood barrels from the previous weeks slaughter with a large number of larvae, crawling around the insides and across the top of the congealed blood and water combination in the barrels. Inspection of the "Blood Pit" showed that the plants actions for a previous NR controlled the larvae in the pit. This is a noncompliance with 9CFR416.2(a) which states "The grounds about an establishment must be maintained to prevent conditions that could lead to insanitary conditions, adulteration of product, or interfere with inspection by FSIS program employees. Establishments must have in place a pest management program to prevent the harborage and breeding of pests on the grounds and within establishment facilities." A review of the Plants SSOP states that "[redacted]. Presence of barrels from previous weeks production is a noncompliance with 9CFR416.13(b) which states that "Each official establishment shall conduct all other procedures in the Sanitation SOP's at the frequencies specified. A records check revealed that this is not included on your daily preoperational/operation checklist. This is a noncompliance with 9CFR 416.16(a) which states "Each official establishment shall maintain daily records sufficient to document the implementation and monitoring of the Sanitation SOP's and any corrective actions taken. was notified of this noncompliance and told that continued failure to address the possible adulteration of product via pests can lead to regulatory control actions. Previous NR #0052 still open pending plant further planned actions.

Regulation:

416.2(a) Grounds and pest control. The grounds about an establishment must be maintained to prevent conditions that could lead to insanitary conditions, adulteration of product, or interfere with inspection by FSIS program employees. Establishments must have in place a pest management program to prevent the harborage and breeding of pests on the grounds and within establishment facilities. Pest control substances used must be safe and effective under the conditions of use and not be applied or stored in a manner that will result in the adulteration of product or the creation of insanitary conditions.
