Citation: At 1040 hours I was called to the Kill Floor by on-line slaughter inspector CSI . She had showed me her findings of fecal material located in the bung area of both beef carcass halves. These two carcass halves had already gone through the establishment's process steps for CCP-B7 (Trim for Zero Tolerance) and CCP-B8 (Lactic Spray Application). I then contacted , Haccp/QC Manager to show him these findings. climbed the stationary ladder and then looked for himself. I then told him that I needed corrective actions above what was offered in the previous zero tolerance noncompliance in order to continue. Jeff then said that either he or would be doing all the monitoring for zero tolerance. This finding is in violation of 9 CFR 417.2(c)(4), for failure to monitor procedures as written in the establishment Slaughter Haccp Plan. In that Haccp Plan the critical limit for CCP-B7 (Trim) is "[redacted]". Monitoring states that "[redacted] ". Additionally, it is noted that the establishment has no Sanitary Dressing Procedures in their SSOP. This noncompliance is being linked to NR# 24-2011 dated 05/06/11 as the cause is the same. Previous proffered preventive measures were either not implemented or ineffective in preventing this noncompliance.

Regulation:

417.2(c)(4) List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits;
