Citation: At 1030 hours during the performance of a scheduled 03J01 procedure the following noncompliance was observed involving CCP-B7 for Zero Tolerance. Just prior to this time I had noticed fecal material on the brisket and legs of the first beef carcass slaughtered today. This carcass was in the area to the left of the splitting saw where the establishment performs zero tolerance. I left the area, to give the establishment a chance to perform their zero tolerance if they had not already done so and made a note to come back in a few minutes to recheck the animal. When I came back into the slaughter area an establishment employee was applying the [redacted] spray to the carcass which is after the Zero Tolerance and Final Wash process step. I waited until the carcass was pushed out of this area and then reexamined the carcass and observed fecal material and smears remaining on the carcass in the same areas as earlier noted. This finding is in violation of 9 CFR 417.2(c)(4), for failure to monitor procedures as written in the establishment Slaughter Haccp Plan. In that Haccp Plan the critical limit for CCP-B7 (Trim) is "[redacted]". Monitoring states that "[redacted]". Additionally, it is noted that the establishment has no Sanitary Dressing Procedures in their SSOP. Further investigation revealed no linkage with respect to previous noncompliance's with the same cause in the recent past.
Regulation:
417.2(c)(4) List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits;
