Citation: At 0750 hours during a scheduled 01B02 pre-operational review the following deficiencies were observed as noncompliance in the main and adjacent processing rooms. 1) In both the left and right channels on the edges of the vacuum packer were very small pieces (1/8th inch or less) of dried product and debris. Small pieces (approx. 1/2 inch in size) of meat and fat were also observed on the legs of the frame in three different locations. 2) On the [redacted] meat slicer were small pieces (1/8th inch or less) of dried product and fat located on the surface behind where the blade attaches. There was also product residue on the surface of the feeder plate. 3) On the inside surface of the lid on the chopper were small pieces (1/8th inch or less) of meat and small brown greasy blotches. And the outer surface of this machine is dirty with a residue buildup. I was told by , establishment management that this piece of equipment was not going to be used for any production today. I informed that the requirement is that all equipment in a processing room is required to be cleaned even though it may not be used during the day. I also said this equipment could have been cleaned and a plasitic bag could have been placed over the machine to indicate non-use of a particular piece of equipment. These findings are in violation of 9 CFR 416.1, 416.4(a) and 416.13(c). The unclean direct product contact surfaces were not properly cleaned and were not noted by the establishment reviewer during their pre-operational sanitation review. The establishment SSOP lists [redacted]. Item numbers one and two above were immediately recleaned and sanitized by establishment employees and released by myself after reinspection at 0800 hours. Item number three was tagged with USDA tag number B8267259 and rejected from use pending presentation by the establishment for reinspection. Further investigation reveals linkage with NR 0010, dated 03/18/11 as the cause is the same. I am unable to determine what verbal proprosed corrective actions were since the noncompliance is still open at this time.

Regulation:

416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
