Citation: At approximately 9:30 am as I was walking through the chill cooler I noticed the following non-compliances. A beef carcass half, clearly marked "not for sale," which was not wrapped in plastic, was contacting a beef carcass half bearing the USDA mark of inspection. The shoulder of the "not for sale" carcass was in contact with the neck of the inspected carcass at the area where the head is removed. The contact area was about 6 inches in length. Another 3 inch length of neck caudal to the first area of contact was intermittently in contact with the "not for sale" product as the carcasses swayed in the cooler. The USDA inspected carcass was retained using tag number B39600700 and Mr. was notified. The "not for sale" carcass was moved to the processing area to be processed. The inspected carcass was trimmed to remove any possible contamination. The retain tag was removed. This is a violation of 9 CFR 303.1(a)(2)(ii) which states, "If the custom operator prepares or handles any products for sale, they are kept separate and apart from the custom prepared products at all times while the latter are in his custody." Tri-Town Packing's SSOP under Custom Slaughter/Processing states "[redacted]" This failure to follow the SSOP as written is a violation of 9 CFR 416.13(b) which states that, "Each official establishment shall conduct all other procedures in the Sanitation SOP's at the frequencies specified," and 9 CFR 416.13(c) which states, "Each establishment shall monitor daily the implementation of the procedures in the Sanitation SOP's." Past Similar NRs - Previous Ineffective Plant Actions: plant employee to keep better eye on carcasses in cooler, custom product to be moved to separate cooler by 11/30/2010 and management to check daily until that time, and plant to discuss issue with employees who move carcasses into the cooler and be careful NR: 29-2010 dated 12/28/2010; NR: 23-2010 dated 10/12/2010; NR: 22-2010 dated 10/6/2010
