Citation: While I was performing an unscheduled facilities and equipment check, the following noncompliance was observed. Custom Smoke house room was covered in a black film, residue from processing bellies into bacon during the overnight cooking cycle, upon further review with plant management IIC was informed that an electrical malfunction with the smoke house caused the heating cycle to continue beyond the set temperature. This caused a fire to occur in the smokehouse, causing black smoke residue to coat the entire area, and rendered the entire tree of bellies to ash. This smokehouse malfunction caused IIC to be unable to properly inspect the areas around the smoke house and was tagged with US Retain/Reject Tag # B39600601. IIC suggested to plant management that the best option may be to remove the smoke house completely. Mr. was informed of this noncompliance and made aware that failure to follow the regulations can result in further regulatory control actions.

Regulation:

307.7 Safety requirements—(1) Circuits, grounding. Either a bonded grounding conductor shall lead from each section of the carcass rail within the stimulating enclosure to the service ground, or the secondary voltage (stimulating circuit) shall be insulated from the service ground. If the stimulating section of the carcass rail and carcass drive mechanisms are insulated from the service ground then the stimulating rail or the return path shall be electrically bonded to the transformer secondary to isolate the stimulation voltage.

416.3(b) Equipment and utensils must not be constructed, located, or operated in a manner that prevents FSIS inspection program employees from inspecting the equipment or utensils to determine whether they are in sanitary condition.
